Zubaida Abubakar Umar
Zubaida Abubakar Umar is a Nigerian public servant and administrator who has led the National Emergency Management Agency, Nigeria's federal disaster-management agency, since March 2024. Her earlier public-sector work included finance and corporate-services leadership at the Federal Mortgage Bank of Nigeria.

President Bola Tinubu approved Umar's appointment as NEMA Director-General on 15 March 2024, and she assumed duties at the agency's Abuja headquarters on 20 March. Official State House and NEMA material continued to identify her as Director-General in 2026. In June of that year, she opened NEMA's review of the National Disaster Management Framework and National Disaster Response Plan in response to emerging risks.
Umar's career before NEMA included service at the Federal Mortgage Bank of Nigeria, where she was Executive Director, Finance and Corporate Services, and at the Debt Management Office. NEMA's biography describes her Debt Management Office work as involving the monitoring of and advice on domestic debts for federal and state governments. The State House said in 2024 that she had accumulated more than 20 years of experience in human resources, finance and administration.
According to NEMA's official biography, Umar earned a bachelor's degree in Business Administration from Ahmadu Bello University, Zaria, and a master's degree in International Trade from Robert Gordon University Business School in Scotland. State House and NEMA material also identify banking, accounting, credit-administration and ACCA-related credentials, including membership in the Chartered Institute of Bankers and Institute of Credit Administration and certifications concerning public financial management and digital and sustainability financing.
