Siminalayi Fubara is a Nigerian politician and accountant serving as Governor of Rivers State. He entered elected office after a career in the state public service, including service as Accountant-General, and won the governorship election in 2023.

Fubara was born on 28 January 1975 in Opobo town in Rivers State. A published background profile reports that he studied Business Education with an accountancy specialization at the institution now known as Rivers State University, completed a postgraduate diploma in accounting at Enugu State University of Science and Technology, and obtained MSc Finance and MBA degrees from the University of Port Harcourt Business School. Direct university or credential-verification records were not available in the reviewed material.
Fubara began working in the Rivers State public service in 2003 as a teacher with the Post-Primary Schools Board. He moved to the Ministry of Finance in 2007 and advanced through accounting and senior administrative positions before being named Accountant-General of Rivers State in 2020.
Running as the Peoples Democratic Party candidate, Fubara was declared winner of the 18 March 2023 Rivers State governorship election with 302,614 votes, compared with 95,274 for All Progressives Congress candidate Tonye Cole. He was inaugurated on 29 May 2023, and the Supreme Court affirmed his election in January 2024 by dismissing the appeal brought by Cole and the APC.
A federal emergency proclamation issued on 18 March 2025 suspended Fubara, Deputy Governor Ngozi Odu and members of the Rivers State House of Assembly for an initial six months. The State House subsequently announced the cessation of the emergency and said Fubara would resume work from 18 September 2025. The reviewed evidence supports treating this period as an interruption in his exercise of office rather than the beginning of a new elected mandate.
Fubara announced his defection from the PDP to the APC on 9 December 2025 and reaffirmed his APC membership in May 2026. A Presidency community-engagement page continued to describe him as a PDP member, but that listing appears not to reflect the later reported change.
