Kagame's official biography states that he became commander of the forces of the Rwandan Patriotic Front in 1990. Following the front's 1994 victory, he served as Rwanda's vice president and minister of defense before assuming the presidency in 2000.
Kagame has held Rwanda's presidency since 2000. In the 2024 presidential election, the National Electoral Commission's final results credited him with 8,822,794 votes, or 99.18 percent; he was sworn in for a five-year term on August 11, 2024.
Kagame was elected chairperson of the African Union on January 28, 2018, and handed the position to Egypt's President Abdel Fattah al-Sisi on February 10, 2019. He subsequently served as Commonwealth Chair-in-Office from 2022 to 2024.
External assessments have been critical of Rwanda's political environment under Kagame. Freedom House rated Rwanda "Not Free" in its 2025 report and said the Kagame-led Rwandan Patriotic Front suppresses dissent, while Human Rights Watch reported continued repression of political opposition in 2025. Human Rights Watch also linked Rwanda's support for and control over the M23 armed group to serious abuses, although Kagame has denied accusations that Rwanda supports rebels in the Democratic Republic of the Congo; the supplied evidence does not establish a judicial finding of his personal responsibility.
