According to the Cameroonian Presidency's official biography, Paul Biya was born on February 13, 1933, in Mvomeka'a in Cameroon's South Region. The biography lists studies in public law and qualifications from the Institut d'Études Politiques de Paris and the Institut des Hautes Études d'Outre-Mer. These early biographical details are principally supported by the Presidency's account in the supplied evidence.
Biya entered service at the Presidency in 1962, became its secretary-general in 1968 and was appointed prime minister on June 30, 1975, according to the official biography. He became the constitutional successor to the head of state in 1979 and assumed the presidency on November 6, 1982, following Ahmadou Ahidjo's resignation. In March 1985, he was placed at the head of the CPDM/RDPC during its transition from the Cameroon National Union.
Official Cameroonian Presidency and Ministry of Defence pages identified Biya as president as of August 22, 2026, with the Defence Ministry also describing him as head of state and commander in chief of the armed forces. The Constitutional Council proclaimed him the winner of the October 12, 2025 election with 53.66% of votes cast, and the Associated Press reported that he began an eighth term in November 2025. Opposition leaders and supporters publicly contested the declared result, and the supplied evidence does not independently resolve the dispute over the election's integrity.
The Congressional Research Service reported in April 2025 that Biya's CPDM dominated Cameroon's political landscape and that the presidency held extensive authority over senior appointments. Freedom House rated Cameroon "Not Free" in its 2026 country profile, while Amnesty International reported restrictions and arrests involving opposition supporters before the 2025 election and excessive force by security personnel during post-election protests. These are external assessments of institutional and human-rights conditions and do not, by themselves, establish Biya's personal responsibility for each reported incident.
