CAN's official biography states that Okoh was born on November 12, 1963, in Kano and is a native of Ndoni in Rivers State. It says he graduated from the University of Port Harcourt in 1988 with a Second Class Upper Division in Political Science and Education and later received a diploma in Theology from Christ Holy Church Seminary in Onitsha.

Before becoming CAN president, Okoh served as National President of the Organisation of African Instituted Churches, Nigeria Region, from 2005 to 2014 and as CAN National Vice-President from 2007 to 2013, according to CAN's biography.
