CAN's official biography states that Okoh was born on November 12, 1963, in Kano and is a native of Ndoni in Rivers State. It says he graduated from the University of Port Harcourt in 1988 with a Second Class Upper Division in Political Science and Education and later received a diploma in Theology from Christ Holy Church Seminary in Onitsha.
Before becoming CAN president, Okoh served as National President of the Organisation of African Instituted Churches, Nigeria Region, from 2005 to 2014 and as CAN National Vice-President from 2007 to 2013, according to CAN's biography. His election as CAN president was formally validated in July 2022, and CAN's current officers page continues to list him in the position. Christ Holy Church International separately identifies him as its Archbishop.
CAN's biography says Okoh was one of the association's six delegates to Nigeria's National Political Reform Conference in 2005 and represented CAN on the board of the National Orientation Agency from 2009 to 2011. His continuing public-facing role was reflected in December 2025, when a State House release reported that he led a CAN delegation at a meeting with President Bola Tinubu.
